The Kremlin capital-K is the historic walled city of Moscow dating back to Medieval times, and includes restored 15th century churches and other historic palaces and museums, all open to the public, which includes a lot of foreign tourists. Symbolically, it would be like targeting the Smithsonian and the National Cathedral in Washington DC. Basically, it wouldn't be good politics. Frustrating, I know, given how indiscriminate Russia has been in their attacks against Ukraine.
